Public Agency Training Council

The Public Agency Training Council began in 1987 with a single class: Child Sexual Abuse. The sole purpose of the PATC is to provide quality training at affordable prices.

Today the PATC is the largest privately held law enforcement training company in the nation offering a curriculum of over one hundred topics of academy quality training programs throughout the United States by open registration, in service and co-hosted programs. Public Agency Training Council instructors bring years of hands on experience in their area of expertise and instructional fields.

Each PATC course provides the attendee with a complete learning environment: an expert instructor teaching from their own student manual and multimedia materials (PATC Instructors are required to write their own student manuals and PowerPoint® presentations), supported by an on-site PATC coordinator. Each course contains objectives, motivation for involvement, learning objectives and a course agenda that defines the learning skills each attendee will receive.

Negotiator Central The creation of Negotiator Central was the idea and is the result of much work by Gary Gregson, retired Lieutenant and CNT leader from the Sacramento Police Department. Gary left the Department in 2004 with 29 years of service, 11 of them as the CNT leader. Gary’s practical exposure to crisis negotiations events and his involvement in producing training in this discipline led to his recognition of the value for continuing education of crisis negotiators as well as the importance of interaction with our colleagues around the globe.

As we hope all visitors to the portal can see, the objective is to have an active and useful site which can fill multiple needs primarily, although not necessarily only, for crisis negotiators.

We wish to emphasize the word primarily, however: our target audience is crisis negotiators, our peers and colleagues, including tactical operators, command personnel and those in first response positions, as well as professional resource providers, from whom we seek assistance and to whom we wish to make available all possible resources to serve their needs. We assert that this is long overdue.





The NTOA provides a national forum for crisis negotiators throughout the United States and around the world. In addition to offering several training courses for basic and advanced crisis negotiations each year, NTOA conducts a well-attended annual CNT conference which offers dynamic speakers and timely incident debriefs.
Our discussion forums offer an opportunity for information networking between negotiators and tactical officers. This forum is available to all NTOA members.
The NTOA is part of the NCNA.
